Dear (REPRESENTATIVE) 

There is a humanitarian crisis in Ukraine. Every country is standing by supporting democracy against a horrible dictatorship. Thirteen EU member states have temporarily lifted or modified import restrictions, including rabies requirements, on the non-commercial movement of animals pursuant to Article 32 of Regulation 576/2013, due to the “exceptional situation” in Ukraine.

The CDC has turned a blind eye to this crisis by continuing to enforce the strict importation guidelines put in place last July, making it nearly impossible for animals from Ukraine to enter the United States.

Refugees with pets fleeing the war with little more than the clothes on their back are forced to get titer tests for their dogs.  All the testing labs in Ukraine are closed and the CDC states on its webpage that exemptions may take six weeks. Given the situation in Europe, these requirements make the prospect of bringing a pet into the U.S. unrealistic.  

We are asking you to please urge the CDC to temporarily waive the titer testing and six-month holding period requirements and allow animals microchipped and vaccinated in a country considered rabies-free by the CDC to enter the US after a 28-day quarantine.
